Sadly yeah, seems like it. But still don't think anyone will think about that when this game comes out, the things they've shown so far.
Also even captains have very limited movesets, and none of the acrobatic ability for things like vaulting over enemies, or climbing up all surfaces.
It's just not going to happen.

Talion's climbing was a human ability, not something given to him by the Wraith. His combat skills were augmented by the Wraith's prescience, but as demonstrated in the intro, not by very much. There's no reason to believe that there's no way we could play as an Orc, IMO. Especially if it were done in a spin-off game.
This would exactly be like playing the Cops in a Blues Brothers game. Seriously.
It has no purpose, no point, and is overall useless.
A playable Orc DLC is a gimmick, nothing more, nothing less. And the last thing you want them to do, is release a gimmick DLC that adds nothing to the overall story.
