I've just tried deconstructing a few bookshelves and everything seems to be working as expected.
Could you please get back in touch with more information about what you're doing and what the effect is?
If possible, a video would be really useful.

Here is my bookshelf with 100 books.

It takes no time to max out INT and CHA for any survivor using it.
Same thing applies for toy box and jukebox.
Thanks for getting back with this information. I completely understand what you're taking about now.
It seems like every time you construct a new bookshelf, the game thinks you're constructing 'another' one. This will combine the capacity of all the bookshelves it thinks you have, in the same way that all storage is combined.
I've passed this on to the team for investigation.
In the meantime, enjoy having super intelligent survivors.
