In generall water is collected through the filter near the van.
make sure your generator is running and check the status of the filter. you might want to repair it from time to time. don't forget the hazmat suit ;)

I have no idea how the game is determining the worth of water bottles but so far minimum is 3 and maximum is 12.5.
I don't know why some people feel the need to get so hung up on water bottles, water requirements for expeditions, etc. It's a game. Water is a key element/mechanic of the game. It's a means to limit you from simply "surviving" with ultra ease - it forces you to do management and strategic planning and thinking. Games have game mechanics - it happens.
If the game made you earn "expedition points" you had to spend to send out expeditions and you could only earn those points slowly over time or by doing non expedition things around the base, nobody would complain at all. The way water works now is no different, really.

This time 5 bottles were worth 25, or 5 water per bottle. Not sure why it varies.
