I've heard the mobile game from Fallout is similar but I haven't tried it. I think that game's called Shelter, or something similar.

Rimworld is the closest I can think of.

Check out "This War of Mine". gameplay's almost the same, but the story and scenery is darker. That and this one are both very good games.

Some that honelith didn't list, other than "This War of Mine" which is more or less Sheltered: Monochrome edition.

Survivlaist:
- Post apocalyptic: zombies, rpg, real time, you build up a base rts style. Your character leaves a fallout bunker after staying in it for a year during a zombie apocalypse. It acts as a storage location/place to sleep while you build a base around it. Lots of scavenging and base building, also free to explore the map.

Marauder:
- Russia gets american freedom and democracy, player is an ordinary civilian trying to survive. RPG, tactical combat, not so much base building but between missions the apartment building the player lives in is fortified more and more.

The Fall: Last Days of Gaia
- Post apocalyptic game, reminds me of fallout tactics. German game so need to find the fan english translation patch. RPG, real time tactics, squad based combat, no base building but lots of scavenging. Player has a home base that they don't run.

Fallout Tactics
-Fallout but a tactical combat game, squad based, real time or turn based. No base building. Centers around combat.

I really liked Dead State by the way, one of my favorite games.
