The food extortion guy how to kill or stop him
So i always refuse the guy who asks for food.

He seems to damage the water or oxygen filters and brings down their upgrades, which kind of sucks.

so how do you stop this guy? it seems to be hinted that you can stop him

keep in mind the game is still in early development, i dont think you can stop him.

Just give him food and he will go away, i know it sucks but, its the only way.

Maybe in a future update you can shoot him, and then eat him XD.

Well, actually I stopped him by attacking thier nest. There were three people in police station which they hind there, and they were all well armed. I have two people and both of them are about 12 strength and 10 agility. Armed with axes. Both of them were half Hp down after fighting.
When you kill these three people, the thugs never showed up. and there is no quest showed about thugs any more.

Best way is to either build some pipe bombs or find acouple of grenades. Throw 2 excellent condition pipebombs at them and they all die

Don't answer the intercom. This happened with me also, I never gave them the food. Then eventually while on an expedition I ran into a group and the dialog between us indicated they were the extortionists, although none of them were the actual two people that were coming around to the shelter. I was able to kill them in combat and have not had any extortion attempts since. I did learn this: learn to recognize your extortionist. I would see them at the door and simply wouldn't answer the intercom when they buzzed it. They eventually leave without damaging anything, but keep coming back over and over.

Don't answer the intercom and they just leave. ;D I just tried that for the first time today because I was so sick of them, and poof. They just gave up and went byebye. I'll have to look for their gang though and kill them so I can be done with it all. XD

They appear as icon of quest.

it turns out it was them. When I chose option to fight, the dialogue mentioned the food extortion.

Problem solved.

Thank you! Ignoring them at the intercom just ended up making them show up more often. DX
I finally got them! For my game at least, the gang was out at a reservoir and it had a yellow diamond on the map. I took two people, two shotguns, a pipe bomb, and a ton of ammo and just blew them all away. XD Also if you win, they have a ton of stuff you can take. As soon as you build up a good weapon inventory and good character strength, I say go after them. It beats dealing with them at the door every other day...

It's also a quest, it just doesn't expire. That's probably why it affects the game so much if you don't act on it or vice versa. Neglecting an assigned quest in this game always has consequences, lol.
