When you complete the court wizard's main mission:
You will have the opportunity to get rewarded with either gold or a magic ring. Pick one of the magic rings, and then choose Ring of the Envoy.
When you have to choose which plan will save Kendrickstone:
Choose the Duke's plan and you will be given a cape that increases Eloquence.
Note that both of these occur later on in the game. There will be times when a 5 in Eloquence isn't enough for some of the tasks you have to complete before the opportunities to increase Eloquence occur. As a result, you will need to make use of morale bonuses if you go down the Bard route.
