Also, reinstalling the game is not a bad idea as that solved a couple of problems at times for me in other games.
This worked for my current computer, but for my previous one it had an additional error, it was unable to load steam.dll. I fixed this by copying the steam.dll file from another game(Plants vs Zombies in my case).

I patched mine back in December, and it continues to work, even with Win 10 1903, so maybe check it out...
As I've said elsewhere it could be Windows 10. Daqhegh, Steam "Bejeweled Twist" is one of those dratted games that needs the Steam app to run, so if something affects the Steam app it could affect the game.
You say "white screen," nothing happens...and this is an older game...
The Steam app, under "Help," has something to tell you about your system. Is there something called "hyperthreading" on your system?
You can try this- go to where the Steam folder is, open it, and look for something called "Steam.dll." Copy it. Now, if memory serves, open the "Steamapps" folder, find and open the "Common" folder, then find the game folder itself. Where the EXE file is paste in the "Steam.dll" folder and see what happens- a number of games have this problem.
By the way, this game needs 3D Acceleration to run. I was tinkering around with "Bejeweled Deluxe," turned off 3D Acceleration in the Options screen...and the game wouldn't fire up. It was impossible to turn it back on through the Options screen clearly- so I had to do so via Regedit. It worked again after I did that.
By the way, this was an older PopCap Games game. They were bought up by EA a while ago. This would probably explain the lack of updates or patches for the game.
To be fair to Steam, well...look at the sheer number of games they have. Even an army of dedicated troubleshooters cannot hope to deal with every gamer's problem, especially with the sheer number of devices and variations out there.
Now, for your problem: "Bejeweled 3" is different than "Bejeweled Twist" in that it does NOT require the Steam app to run! I did a simple test that absolutely confirms this 100%. "Bejeweled Twist" does need the Steam app to run, it must be running for the game to work.
However, "Bejeweled Twist" does not need you to be on the Internet to run it. Therefore you do not need the Steam server for it to work, unlike some others (e.g. "Foxtail" and "Morphopolis").
My tests have all indicated that 3D Acceleration MUST be activated for the game to work with certain devices and/or Operating Systems, usually more recent ones.
When trying Compatibility Mode, which presumably is what you are trying, you must find the game EXE file itself to right-click. Assuming you installed Steam in the usual way you would check the "C" drive, find the "Steam" folder (it may be lurking in a Program folder if you don't see it right away), inside find the "Steamapps" folder, inside that find the "Common" folder, and in there you'll find the game folders. Take it from there.
