How do I spend skill points?

I have 11 skill points to spend, apparently, and there does not appear to be any way to spend them. Either the interface is hiding something from me, there is a bug, or I haven't reached a plot point yet. There was no tutorial or lore text added when I used my first skill scroll, if this is a bug.

Is there something I am missing?

I'm not sure how It would work with a mouse, but if you're using a controller, just go into the skill screen, use the top part of the screen to equip skills, and then on the bottom move over to the skill you want to level up and press up on the controller. If you're not using a controller, experiment with your equipped skills on the bottom until you figure it out. You can always reassign your skill points in case of a mistake, btw.

There's arrows above and below the skill! Just click!

Or with keyboard, press up or down.
