The settlers online is built for Flash, so it is platform-independent. If you have a flash-capable browser in mac, linux, windows, or on your tablet, you can play the game. Although flash is in decay, I imagine the company has it that the income of the game wouldn't pay developer time to port the game to, say, HTML5, as other flash games may have done in time.

That said, you either find a way to install flash (from alternate sources, as you state it is no longer available for ubuntu) so you can play the game, or you give up on it. That's that simple, unfortunately.

Even on windows this game won't run with some hacking and pulling old versions of Flash DLL (pepdriver or something like this) that were carried along with google Chrome.

It is my understanding the company and publisher also deem it not worth the money to ship the steam version with bundled flash infrastructure like other games (like Clicker Heroes) do.

If you browse the forums, or google for it, maybe you'd find a 'guide' on enabling linux to play TSO nowadays, unfortunately I don't know of one to point you.
