Type 38 is a bit lighter and more stable, but the Type 99 has a wee bit more stopping power... or at least it was before the last update, haven't played with both much after updates.

As dragon said, the 99 has more stopping power. With the 38 you sometimes don't have that one hit sure shot. The 99 is pretty much always deadly but has way more sway.

The only noticeable difference for the most part is their ironsights.

Correct; ditto between the two sniper rifles. At low level the 97 is pretty much a bandage-consumption mechanism rather than a powerful gun. As you levelled it up and its stats get more reliable, you can do some decent work with it.

well type 38 and type 99 are standart rifles not sniper ones...i tried one of those sniper rifles and it sucked...i'll stick to standart rifles it's much easier to find target (no scope blocking your view)

If the Type 99 is avaiable for your class, use it always, Type99 is stricktly superior (and it should, it is a improved version of the Type38 in real life). I have both at lv50 and thats what my experience tells me.

The Type 97 sniper is also worse, its unique firing sound gives away your position pretty quickly (and you dont want that as a sniper :P), both snipers get the same upgrades at lv50, so only use the Type97 over the 99 if thats the last weapon that you need to level up like i did.
