Correct; ditto between the two sniper rifles. At low level the 97 is pretty much a bandage-consumption mechanism rather than a powerful gun. As you levelled it up and its stats get more reliable, you can do some decent work with it.
If the Type 99 is avaiable for your class, use it always, Type99 is stricktly superior (and it should, it is a improved version of the Type38 in real life). I have both at lv50 and thats what my experience tells me.
The Type 97 sniper is also worse, its unique firing sound gives away your position pretty quickly (and you dont want that as a sniper :P), both snipers get the same upgrades at lv50, so only use the Type97 over the 99 if thats the last weapon that you need to level up like i did.
