you can always exit steam client, move the ro2/rs folder somewhere on your ssd, and setup a junction to it in steam games folder using

you may also want to to move the settings file which is in my games folder to somewhere on your ssd and setup a function to that
not complicated since the utility i linked to adds junction and other stuff to the windows explorer context menu, plus its saves em the time of downloading it all again and it handles settings folder which contains custom maps!
what saves? its multiplayer game. and settings are stored locally
there is no such thing its multiplayer!
in settings folder where ever that is, steam user data folder for the game, some other folder and/or the cloud depending on settings
so its not with the game, except if is a non steam very old game which may have put it in with the game, but that does not apply to steam games, at least i cant think of one.
