Whenever theres a sale, expect tonnes of noobs; they are likely to be obnoxious since they will absolutely not stand for spawning with a bolt action rifle and a couple of grenades, after having their tricked out M1A2 with an ACOG, silencer, and heart-beat sensor.
I take a hiatus from RO2 for about a week until people figure out how to play.
What's honestly more obnoxious is when people start mass switching teams when their teams losing.
They need to lock teams once you pick.

I agree it can be a pain in the butt for someone to take a role like the TL and not use it as I would use it.... but to suggest that person gets a Steam / VAC / PB Ban for it is just over the top.
It's not even required. If there is an Admin who catches them, they can ban them from their server. If someone captures proof of them screwing around in a way that would warrant a ban, they can again send that info to the admin/owners of the server and they can ban them.
A global ban goes too far.
Sorry, but you can not regulate player experience or most actions. Yes, there can be those just trolling and trying to get players angry and frustrated..... but then you also have people trying to learn how to play or simply just having a bad day. Suddenly you have people like you demanding Admins or Steam/VAC banning them from the game.
Where do you draw the line? Eventually you'll end up having a real crap day and someone will demand that you be banned from the server because you're not living up to their expectations.
Is it just as bad as Cheating and Hacking??
No.
It's just a friggin game and sometimes you will lose a match or two. Sometimes it's due to a couple of crappy players on your team and other times you all did your best and it didn't work out. It happens. It has always happened in RO.... ROCA, RO1 and now RO2..... eventually you will have one or two players take a class and do crap at it that turns the tides in the enemy's favor.
Sh*t happens.
anyways, your point is a terrible one. It's steam sale. Games are flooded with nub's.... or as some one else said in another thread "autistic pleb peasants" (obviously a reddit troll)
What I would give for the capacity to select commander and boot out someone. Or just server capacity to honor gate certain slots.
Oooh this, Tripwire do this please. Also have vote out TL option and then that would time ban them and only allow to go rifleman for say 7 days on all servers?
I would also like to to TL only starting with a pistol as that would be realistic & would disway noobs and ♥♥♥♥♥ from taking the class.
With a significant and fair number of votes required, and moreover, role kicking should only be open to the team that the role is in, i.e. no Germans voting a good Russian TL out of his role or vice-versa.
Tripwire can solve these problems without any bannings or involvement from Steam.
Not as simple as you think. Some will simply wait until they can pick up someone else's weapon and do the same thing.
Perhaps all of the above suggestions would help?
