There is variable in ini files to say it is a LAN server.
RO2 server computing power needed depends on number of players (and some maps require more cpu than others) and please remember that UE3 server engine runs mainly on one cpu core.
For <16 players any i3 or similar will do. If you will have more players, post your server specs here and we can probably say if it is ok or not.
Not too many server keepers read this forum, but at least me and [HS]Romano try to answer questions here every now and then.

This conversation could be taken from any gamedeveloper from any given time for every game ever produced. (Except CS GO,, but they still have to play with steam on)
