Why does the game say I don't own Rising Storm when I know that I bought it?

I can only play the rifleman class on RS maps and the game tells me to buy Rising Storm even though I know I own it. The store page says that it's already in my library.

Check the game properties in Steam library, and see if Rising Storm DLC is ticked. If it is not ticked, activate it. If it is ticked, untick and activate it again.

Rising Storm DLC isn't even an option in it... it's weird because I was playing light mortar last night and it was working fine.

That means you do not own Rising Storm. You were able to play all the classes because of the free weekend.

Simple to verify that you really bought it. click on your name/login in steam, in the top right corner; click on account detail. You should see you Steam purchase here:

Ok so it says I own the digital deluxe edition. Does that not come with Rising Storm? Because it said that it did when I bought it.

I have the exact same problem. I Was unsure if i had RS or not, but I bought the game in beta and for some reason I seem to remember that DLC´s were included. Anyhow, the store says I own the game (but i can still buy it for friends). I would have bought the game during the sale if I didn´t thought i already owned it.

I have the same issue. This "Red Orchestra 2/Rising Storm" thing in my library is so confusing, it is broken for me also. :(

I have RO2/RS.
I can play, but I can't rank.

When I go to buy Rising Storm, Steam tells me I already own it and I can't add it to my library if I buy it.

Yes. The words "steam support" and "helpful" generally don't get used in the same sentance. Unless the word "aren't" is thrown in between.
