If i dont buy the deluxe edition can i still unlock the "Elite" Weapons in the game?

Also when red orcestra was free i got it. Do i have full rising storm and MP Content? Because MP appears in my games library

You do not have full access to Rising Storm if you only got RO2 free. You will have limited access to RS. When playing RS maps, you will only be able to play as rifleman.
