They're the same thing. If you buy the one, you get the other also. Same exact content in each, just with different labels (which I suppose is a residual effect of the games being separate when RS released). So to answer your question, no, you do not need to by the Rising Storm GOTY edition. You should already have it.

I'd advise against the digital deluxe thing tho, unless you really want TF2 or Killing Floor skins or something. Although it is nice to get the guns without having to unlock them, actually being able to use the class is hard because they are usually the first classes taken. If you want to use those guns, just pick them up off the ground ;)

Off topic tho, if you have Rising Storm, you are good.
