Custom content goes into documents. Something steam doesn't touch. So verifying won't do anything as it isn't looking in the right place.
Instead you gotta go to Documents/my games/red orchestra 2. In that folder you will see a folder called ROGame. Delete the whole folder. Then launch the game. The game will recreate everything on start up.
To be more precise you can go to documents/my games/red orchestra 2/ROgame/published/cookedPC/packages. And delete anything in that folder. But you would have to know what you are looking for.
The first way pretty much cleans your red orchestra 2 with no damaging side effects.
And yeah before anyone asks it is possible to download vannila content from servers as custom content.
