Singleplayer was removed a couple of years ago. It was not very good and painted the game in not exactly a good light.
If you purchased the game before the removal you should find Red Orchestra 2: Singleplayer in your library.

You can practice/play on the samp in multiplayer or you can always find an empty server with bots only.
Singleplayer has some nice intro videos before the beginning of the battle which was nice, made some athmosphere for the game but that's it.
If you insist on playing single player you can download it from illegal content sources as a standalone game (which cant be used for multiplayer of course), but it does not worth trying regarding the mentioned reasons. You can also whach the introduction videos on youtube i think.
well i don't have time for torrent download and i prefer to pay for anything
I see, this is your desicion, I just tried to show you an/the only alternative.
Red Orchestra 2: Heroes of Stalingrad - Single player
it should be in your steam library, as a "seperate" game if you have it.
