Appears that way. Hell, he contradicts HIMSELF, "he becomes more active when you don't watch him" --- "i guess he doesn't like being watched"
By his logic, the first sentence should say "he becomes more active the camera is on him", which would lead to him not liking being watched

What he meant was that he doesn't like being watched in the sense that he will only act if you don't look at the cameras. If you look at him though, he will stay still. Because he doesn't like being watched. Simply put, he said that Foxy only acts when you're not looking at him (or the cameras).
