Plus he tells William "I will find you" as Will crawls out of Fazbear's Fright, which indicates he has no idea where Will is (something the Fright Guard)
It cannot be Henry, since his first thought is "I have to bring them all together" and going to Fazbear's Fright contradicts that.
Remember the newspaper clearly states (and Phone Dude's first call) foreshadows that the best possibility is faulty wiring-not foul play. The guard is a nobody if you ask me.
I have a theory that all four of the bullies from the FNAF4 are each a guard from the first four games, though. It ties into the "Four Games 1 Story" theme, the way the numbers match up and some other clues I found (like the empty Foxy mask / empty Freddy masks easter eggs in FNAF2)
