Is it co op from the start of the game? Full co op?

Looking for a new game to play with my spouse. Wondering if this games co op/pvp is available from the start of the game, or does it have to be unlocked? Is it full co op or is it co op like Mario Galaxy where one character doesnt get their own character but a gimped side character?
