Downloading to Windows

Hi, I'm having a very odd problem and can't download Steam to my Wi dows laptop. I keep getting a 'failed' notice when I try to download it. If I use 'try again' it will download but then pop up an error after installation when I try to run it. I don't know what to do.

thats not a wifi or other problem, thats an installation or windows problem

on the link app installer, right click on it and run as admin so it installs correctly
