Play steam games on mobile without a PC?

I just downloaded steam on my android phone, and bought final fantasy IV thinking I'd be able to play it offline on my phone without a PC. Wishful thinking? Can I not just download the game onto my phone, then use the touchscreen to play it? Or did I just get ripped off...

From what I know, you have to be connected to a PC to play steam games, but you can also use an app like GeForce now and maybe that game will be on there, and you can link your stream account to it.
