Problems with AZERTY keyboard
Hello everyone,

I use the AZERTY keyboard layout on both my PC as well as on my Android device (virtual or physical), but when streaming, pressing "A" on the keyboard is registered as a "Q", like if the keyboard was QWERTY instead of AZERTY.

Testing with HITMAN 2, pressing the "Z" key ("W" in QWERTY) to go forward doesn't do anything, you have to press the "W" key ("Z" in QWERTY). From what I tested, when pressing the KeyQ key, labeled as "A" (azerty) or "Q" (qwerty), Steam inputs a "KeyA", labelled as "Q" (azerty) or "A" (qwerty).

My client is my Redmi Node 5 running Android 9, Steam Link is at version 1.1.55.
My host is my gaming computer running Steam Beta (as of 14/02/2020) on Windows 10 (1909). I've switched back to the "stable" Steam client and the issue still exists. My Steam client's language is set to French.

Here are some things I noted:
- This happens with both the virtual keyboard as well as an USB one plugged into the phone
- While streaming, the host's keyboard layout stays the same, it doesn't switch
- Switching Windows's layout from "FRA" to "ENG" (via Win+Space) "fixes" the problem
- The issue doesn't happen with the Steam Link hardware
