I found that I had to also disable HEVC on the tablet's end in the steam link app to get the image to appear.
Now, though, I'm only getting a display resolution of 1600x912 on the tablet end despite my desktop being 1920x1080. I've gone through and changed every resolution setting from my graphics driver options to windows to all the steam settings menus I could find and set everything to exactly 1080p but that hasn't fixed it. I bet it has something to do with the tablet being 1920x1200 rather than 1080, but I don't know how to combat that.
Either way thank you so much for the fix. Every other solution I tried and thread I read failed me but this worked immediately; you're a godsend.

I'm finding similar problems when I tried; however I'm only running a rx460 2gb, so I started limiting it to 720p from both ends to increase streaming quality anyway. It's good information that increasing quality of gpu doesn't matter, as the target tablet is still limiting res possibilities.
On that same note, I tried forcing 1920x1200 on the host computer with no avail, still just got the black bars no matter what. I would venture to say that Valve should say the HD10 is not a supported device.
