Set Style of Input or In-Game Action to be none. That should disable the gyro. Otherwise you can adjust the sensitivity.
To enable gyro, there are two places where it must be enabled: in Controller Configuration via the overlay (or Big Picture Mode) and in the Tray menu [...] via the Steam Link app.
