Error 451 and stuttering with SteamVR Beta

Using the SteamVR Beta Update, SteamLink barely works with a Meta Quest 3. When it actually "works", there is significant stuttering making games unplayable. When it doesn't work, I'm getting error 451 ("Your headset is connected to a host PC, but no video is being streamed" ).

If I g o into the game settings->Betas in the Steam Library and change the version to "previous - The previous release", all of the 451 errors and stuttering goes away.
