But once it works, it's glorious. I can get 2560x1440 @ 90FPS streaming, with 3ms input latency and 14ms display latency, total. And that's with the headset and computer both on wi-fi, no ethernet. And the signal is rock steady, no blips, no scans.

When you connect your Meta Quest headset to your PC, the Steam Settings change.
Normally, when you go to Steam Settings -> Remote Play -> Advanced Client Options, on your PC, it changes the settings on your PC, when you're connecting from one PC to another PC.
However, when you go into that same place, Steam Settings -> Remote Play -> Advanced Client Options, *while your Meta Quest headset is connected with the Steam Link app in 2D mode*, the settings under Advanced Client Options now apply to the Meta Quest headset, not the PC.
This is how we can enable HEVC on the Meta Quest headset, even though the Steam Link app doesn't have a Settings page on the Meta Quest version.
To do it:
1) Connect your Meta Quest headset to your PC in 2D (panel) mode.
2) Keep it connected, with the black screen showing, the whole time you do all the next steps.
2) On your PC, while the headset is connected, use your regular mouse and keyboard to go to Steam Settings -> Remote Play.
3) Scroll down and enable both Advanced Host Options and Advanced Client Options
4) Under Advanced Host Options, enable Hardware Encoding, that is required for HEVC to work, software encoding can't do it.
5) Under Advanced Client Options, enable HEVC Video.
That should fix the black screen. If not, close out of Steam Link on the headset, and reboot the headset. There's a second black screen issue that a headset reboot fixes. Then try connecting again, and wait 10 seconds after you connect, sometimes the picture takes a little bit to show up.

i had good experience with this :
1) Start Steam on PC
2) Start Steam VR on PC
3) go to Steam Settings -> Remote Play.

after this i had connect Meta Quest headset to my PC in 2D (panel) mode . ... and ... all was fine
