Report a translation problem
That was also my assumption, which is why I tried a lot of things. Different modes on that Notebook, disable the integrated GPU, reinstalling the drivers, reinstalling the OS.. Nothing helped.
Additionally, what OOBE steps have you taken, others with your laptop report that disabling the Lenovo Network Boost fixes things.
I recommend opening a ticket with support and asking them to assign it to me as well as posting the ticket code here to this channel, in case that falls through.
1. Disabling Network Boost
2. Rebooting
3. Making sure Network Boost stayed off (Because it didn't during one of our tests)
In the first step, I installed a fresh Windows 11 and I used Microsoft's Media Creator. Afterwards I installed the drivers via Lenovo Vantage. Since that didn't work, I downloaded Windows from Lenovo and used it to reset the entire hard drive to its factory state.
My guess is that some drivers are not cooperating with Steam and Steam is not able to use the graphics card to its full extent.
Otherwise I will collect all relevant data and post it. And of course also open a ticket.

Starting Steam Link showed this error: "the vrlink driver encountered a fatal error: Error: Failed nvEncEncoderPicture. Errorcode: 5"
The problem was a BIOS Update, (specifically gkcn64ww I think). Downgrading to gkcn60ww fixed it.

A subsequent problem, however, was that Windows automatically updated the version again after every restart. That needs to be disabled.
