It is likely a software or configuration issue on your PC. We've recorded all of the known causes for failure to connect on our FAQ page here: https://help.steampowered.com/en/faqs/view/0E2C-406B-9135-38A4 under "Troubleshooting" under "If you cannot connect try".
Please let us know if any of those issues resolve your issue.
In addition, please let us know what router (model number) you are using and how your network is configured, so we can see if we can either reproduce or otherwise solve your issue. Also, since this involves your PC, what PC you have (GPU/CPU/Computer Model)
No. This is a complete lie. Once you open the Steam Link App in the Quest 2 it looks for your previous PC. If it can't find it it tells you to remove the headset and go check your previous pc, that you are logged on and that it is on. It will not show you any way to unlink that one and link a new one. And it most certainly does not tell you that you can link another computer either.
If you have previously connected to a PC only that last PC will be shown, even if it is not connectable.
If you are seeing other behavior, please articulate a test case, so we can investigate.
