Meta quest 3 not detecting pc

I tried every troubleshoot suggestion, the only thing I'm unsure is if my network is a guest network, I am living in a rented place and all three buildings use the same wi-fi, so it could be that, besides that I tried everything else and neither Steam Link is detecting my pc, or SteamVR is detecting my headset which I plugged in through the USB-C port.

On the topic of this, unless I am missing something, why in the world does the mobile app for steam link have an alternate pairing method (4 digit pin), but the meta quest 3 app doesn't?

Update: Got SteamVR working, no luck with Steam Link tho

Steam Link typically can connect through the internet, but if your wireless is not routable to your LAN, it cannot work with Steam Link VR. We've added some troubleshooting steps to try to help in situations like that recently under "Troubleshooting" → "If you cannot connect make sure:" here https://help.steampowered.com/en/faqs/view/0E2C-406B-9135-38A4

How can I make sure I am routing through my LAN? Maybe that's what I'm missing
