Video Encoder Error on Intel Arc A750 via Meta Quest 2
I've tested for my android phone and it works fine, only get this error on SteamVR for Quest 2. SteamVR works fine without link

I'm having the same issue. Ryzen 5 5600G with Arc A750. Steam link works fine for non-vr, but no combination of settings I've tried will get steam link to work in Quest 2. It would be nice if steam link allowed users to explicitly select which device and codec is used for hardware encoding. I can use ALVR, but I was hoping to use Valve's officially supported solution.

(Though I was really hoping I could do this all in Linux. My entire steam library, except VR, works in Linux. If I can get VR working, I'll finally be able to delete my windows partition once and for all. I know it's not a reasonable hope.)
Same error on my A770.

Looking through the vrserver logs (C:\Program Files (x86)\Steam\logs\vrserver.txt) I saw these errors:

Steam Link for Quest does not support Intel GPUs at this time. We are evaluating it for possible future support.

What don't you support? Rendering, hardware encoding or both?

I'm running a GeForce GT 1030 and just updated my drivers and have the same problem.

I'm also using an Arc A770 and was hoping to give Steam Link a try over Virtual Desktop. I wanted to see how foveated rendering can boost FPS on the Quest Pro.

You might try ALVR, I've had limited success with it. I had to fiddle with which chipset to use for rendering and which for encoding. (I've got a Ryzen 5 with integrated graphics along side by Arc A750) But it at least works wirelessly. Quality on my crap wifi varies wildly, but I was able to do valve's VR demos and the Portal VR mod.

Is it possible to choose what GPU is used? I still have a nvidia GPU just for QuestLink (which does work)

The fact that NO ONE acknowledges the Arc as being actually VR Capable, INCLUDING META, is very heartbreaking. Was hoping Valve was gonna swoop in and save the day on this one, but nope.

This right here is straight facts, it had some drivers to work out but as of late it has been a very stable and reliable card. I use it as a developer, and it gives me little to no issues. No more than any AMD or NVIDIA card ever gave me. The only "issues" that I have left are those that refuse to support this more than worthy competitor.
