It will require you to already have Index controllers, base stations, and some way to connect those controllers to your PC (Watchman dongles like the vive trackers use, or another HMD like an index or vive). This is commonly known as a "Hybrid tracking" setup.
This isn't about that. This is Steam Link not allowing the Index controllers to be usable with SteamVR. That is, the Quest Controllers take over and the ability to change to Index controllers in Steam isn't possible. It is with Virtual Desktop though. That's the problem.
In the recent SteamVR patch, the priority of all Quest controllers was changed to -1, because of their always-on nature. This means that Index controllers should then have priority, and should start working right away.
Alternatively, while it's not possible to launch SteamLink using hand tracking, it is possible to launch it without controllers or hands whatsoever. You can do this by disabling hand tracking in the Quest's settings, and using the "facemouse", a pointer you can use by moving your head to highlight buttons, and pressing a volume button to click. This way, you can launch SteamLink without any controllers, and therefore have no priority conflict. If the Quest controllers get detected, you may need to remove their batteries.
