How to prevent Apps from launching maximized in Steam Link hardware

Does anybody know a fix to have Apps NOT always launch maximized when using Steam Link hardware? When they do launch, I cannot seem to minimize them and the top section wherein the Minimize, Maximize, Close buttons are located is always cut-off.

My set up:
- Primary Steam software is installed on a Desktop PC downstairs connected to a 4K 120Hz monitor.
- I use the Steam Link hardware upstairs connected to a 2K 144 Hz Monitor. I usually access apps and games therein. With games, I have no issues if they launch maximized. But with productivity apps, I need them to launch windowed.

I realized maybe that is how it should work, always launching in fullscreen when inside Steam program. I noticed when I run an App outside Steam (non-Steam game) on the Windows Desktop, they launch normally as windowed even when I am using Steam Link hardware.

link menu -> settings -> steaming -> advanced
start in = desktop

on host if its set to change desktop res to match client, it will change res to 1080p60, the max of link hardware

it will look a bit odd on 1440p display, but good centered on 1920x3840 (both are considered 2k)
