I got the same problem with my generic USB Controller. (https://www.amazon.com/-/de/dp/B07VC22ZFM)
It looks like more people have problems with this.

in my tests controllers with Xbox-like API works.
Maybe you could try it with X360ce to emulate your controller as Xbox-Controller until Valve fix the problem.
I hope they don't kick out generic USB Contoller and it is just a bug.
I have found a solution for my controller:
-Put in the controller
-Turn on Big-Picture-Mode
-Go to Settings (Globe) -> Controller
-Turn on "Enable Steam Input for generic controller"
-Up in the menu set the button layout for the controller (idk how this button is named in english)
-Set the button layout and done.
I hope it will help you.
Nothing. It does not detect the controller.
Did the USB Gamepad have any mode switch you could try (X-input/ D-input)?
If nothing will work with the board anymore, you could try replace it with a rasperry pi pico (~5-10$) (Firmware: https://github.com/FeralAI/GP2040)
or my USB board (https://youtu.be/WQh3xrT_47A).
If I get any new idea, I will write it here.
I did it again... and it worked immediately following your steps. Thank you so much!
