Unfortunately, if you set Steam to be launched as admin, it won't run at windows startup on itself.. you could run it yourself, but that's not nice when you have a Wake on LAN setup like me. I however managed to find a simple application (can't find the link now) that can be put in the startup and launches a specific exe, and manages to do it even if the latter is set to start as admin.
or you can try virtualhere to give the pc control of the links usb ports

PCSX2 was just super slow for me, because of desktop capture.
I still have to test it but, but you can try to hide the log window (Misc -> Show console unchecked).
Start with --nogui --fullscreen
Also tried CEMU and it still works in desktop mode. Thumbstick is mouse and can't control in menu at all.
Right, the good news, I've now got PCSX2 working fine with both a x360 wired controller and a xbox one s wireless controller (had to dig my dongle out of the pc to get it to work).
