VirtualHere allows any device to act as if it's connected directly to the PC, so if you use it to connect either the wireless adapter, or the controller using a cable, you can use the Chat Keypad accessory as well as a headset connected to the controller. I have used both simultanesouly for Rocket League several times.
Unfortunately, only the gamepad part of the Xbox One controllers works natively with the Link. To use the Wireless Receiver, the Chatpad, or a headset connected to the controller, you would need to use VirtualHere to have them send their connection on to the PC to be handled correctly.
You would set the gamepad that the chatpad is connected to up to use VirtualHere, then the PC will correctly recognize both.
You will want to connect to the PC directly first and do any firmware upgrades using the Xbox Accessories app from the Windows 10 Store.
To use the gamepad via steamlink I've had to keep a usb plug to have the gamepad plugged in initially to start it up, but once in game i'm able to run it wirelessly.
Open something like Notepad and see if you can type at all. Did you try disconnecting and then reconnecting the Chatpad after the updates?
Also, the Chatpad and other Xbox One Controller Accessories only work on Windows 10.
Strangely enough now the wireless adapter is no longer working. no light signifying its on. I tried plugging both it and the gamepad back up to the pc directly and everything worked fine. but once I re plug in the wireless adapter to the steam link it's like it's dead. No idea what caused this as it was working fine just last night :/
Make sure that the Wireless Receiver (called "XBOX ACC") is set to be shared in the Steam Link's VirtualHere system menu. You should also be able to share the controller when it is connected with USB this way.
Also make sure that VirtualHere for Steam Link is still installed on your PC.
