2) Add 4k as a custom resolution in your Nvidia driver and then see if you can choose it in the game
plug the laptop into the tv
use winkep+p to turn off the laptops display
or extend it (not clone) and set the display to 4k and as primary so games run on it by default
the laptop 1xxx+ gpus are not the same at desktop versions
they are much weaker, due to limited power draw and poorer cooling

but can work for displaying desktop at 4k
you can create a 4k res profile in gpu control panel and set steam to change res to match the client
but its best to plug the laptop into the tv so it does not need to encode/stream

AMD has a similar setting if that's what kind of GPU you have, but I forget its specific name.
edit: Also, yes, creating a custom resolution can work too, but using DSR should be significantly simpler.
It's been a while, but this is because the Steam Link app is set to override your picture settings so you can't change them. It forces on Game Mode etc.
