Since I actually use an XBOX One S (my mediacenter) I have to re-pair the controllers whenever I want to switch between the two systems. But I can live with that.
With the XBOX USB dongle connected to my PC, I can use my controllers wireless for all 3 systems now, XBOX, Steam Link and PC. This makes the 200 € investment in these controllers actually make sense, at least for me.
What you can do, however is use "Virtual Here" a software that allows you to make USB devices availiable in a network.
First of all you'll need another controller, such as a 360 controller or something to make the setup.
When you get to the Bluetooth menu, you can pair/connect the Xbox One S controllers, though they will consistently drop their connections the whole time.
If you manage to pair more than one controller with the steam link it will crash the network stack in the steam link and it will go back to the connecting to network screen.
