First 3 things to check:
-Have you enabled In-Home Streaming in the host PC?
-Do you have any kind of firewall running in the host PC that could be blocking the communication?
-Do you have a 2nd PC to try using as a Streaming client? this would allow you to isolate Steam Link specific issues.

Normally the IP address of the Steam Link and the PC will look the same except for the last number, for example 192.168.1.x.
If your PC and Link IP addresses have more than the last number different, then you probably have multiple routers or multiple subnets in your home network. You need to resolve this in such a way that the Link and PC are on the same subnet.
The most obvious way to do this is connect the Link and PC to the same router.
My computer name was still the same, but turned out all I needed to do was run another search for my computer to let the Link refind it.
I was super frustrated! Especially because it could see my roommate's PC, so I knew the issue likely wasn't the Link itself.
tl;dr: Try doing another search for your PC, especially if you just installed a new hard drive
I don't know if the problem exists on Windows Server 2008 only or on later Server builds too - never tested.
