Governors assign nuggets to work at buildings that haven't been constructed yet

The Governor at the Town Hall assigned nuggets to work at buildings that haven't been constructed yet. There were no "Supporters" for these buildings and there were no nuggets working on construction. For example, I had a few Iron Mines that had been lying around for a long time and the nuggets were not trying to build them at all, even after prioritizing. The Governor assigned multiple nuggets to be Miners at these locations, even though they weren't built. Those miners weren't doing anything since they were assigned to mining. When clicking on the incomplete building, there is no way to unassign the nuggets. The only way I could free them up was to destroy the building.

Can I ask how you knew they were assigned? Obviously in occupation it would list miner, but did they stand around the construction site as if waiting for it to operate? Or were there other signs? In either case, please send us a save file for this. Files can be compressed and uploaded somewhere to the cloud, like Dropbox or Googledrive, whatever is easiest for you. Then just post the download link here so we have access to it.

Don't curently have a save, but I've seen this too... The nuggets being assigned before the building is built thing. While my Law Enforcer station was still being built I had 2 nuggets running around with the job "Enforcer", had the enforcer speed increase n' everything. Mine were still running around doing other work though (deliveries, etc.)..
