That won't happen as the entire lake biome is a no build area. Even if we did enable it, the slope of the lakes are too steep to build on. So the game wouldn't let you place anything there anyway. Also roads wouldn't go down into them either.
You won't for long. We are utterly removing the ability to build on most any slopes to do terrain leveling issue.
You will if you build on the side of a mountain with a road near that area.
What triggers the terrain issue is if a house is built on a slope, then the road is built below the house on the sort of flat part. The road then cuts into the mountain, and half the house is floating on air.
With how they were designed, it won't be possible :(
