Wolf attacks are being worked on and re balanced. Unfortunately, that probably won't go live until the next patch. In the meantime....
A few tips:
1) sound the alarm (if you have a weather tower). That will send nuggets home and will greatly reduce the risks/deaths during a wolf attack
2) pause the game on and off until you find the wolves. Then pick them up and drop them or zap with lightning
3) use the Seasons God power and skip winter. You must skip winter either before it starts or right away as soon as it starts. Otherwise you risk a wolf attack
4) Make sure you have towers on your city's edges as well as inside the city to help kill threats that get past your outer boundaries
5) Save your game, manually, just as winter starts. Then reload if things go bad :)

I've seen both defense towers and hunters kill wolves the only difference is I sometimes get food from the hunters.
They can, but often "attack wolves" will kill the hunters as well. Mainly because the packs can be up to 10 wolves, and they overwhelm the hunters
