what happens when all nuggets are dead?

all my nuggets are dying and now down to like 7 do i have to start a new game

Should be able to repopulate, once all your nuggets die... well you pretty much failed and your civilization is dust.

I wish the game would say something and give a popup to send to menu. I sat at 0 pops for a IG year before I closed it; just to see what would happen/if anything.

Give it time, devs will eventually get around to a game over screen or a You're a failure of a god screen for letting your subjects all perish lol

Most god games when your people die it's game over or you reload. Repopulation is almost NEVER an option
