PS : yo already have a way to counter tornados and it's called shelters/bunkers.
O' course I personally don't see a point in making the game even easier. Neither of the current disasters are game wreckers, unless you city was half dead when they hit in the first place.
Heck some of my playthroughs I don't even build any bunkers, or bother sounding the alarm, and my nugs survive just fine.. (Until that bit of food got stuck at the bottom of a lake...)
Heh, once you hit 350-400+ nuggets, don't even bother building bunkers for them all.. half your city won't make it into one before the crisis is over.. unless you sound the alarm 10-15 mins before the event.. O' course shutting your city down for 10-15 mins could be even worse then anything a tornado or windstorm can do.. ;)
