Can you build your own park?
It's about the following line in the game description:

• Populate and explore Isla Nublar and Isla Sorna: Put your unique dinosaur creations in to paddocks as you complete special Free Play missions.

Does that mean you can sort of build and manage your own park?

Also, I was thinking of getting this game on the PlayStation 4, but since it's so cheap now on Steam, I'm doubting between the two versions... Is the game enjoyable with the keyboard/mouse controls?

Yes it is a fun game.

I had to rebind some of the keyboard/mouse keys because they are a bit odd.

Split Screen is actually very well done and organic.

I find it's better with a controller, as it suits the more relaxed style of the lego games. Although the price of my controller plus the cost of the pc game is only actually a few more pounds than the playstation 4 version, so can play the other games as well in exactly the same way on my pc for a fraction of the cost!

Although if you really want to know how the gameplay is with a keyboard then you could always download a demo of one of the other games in the series, as in terms of controls they've never really changed (eg. http://videogames.lego.com/en-gb/lego-batman-3/demo-download)
