I found Jurassic Park Veternarian, can be bought within the level "Welcome to Jurassic Park", in area 2 I believe, where you need to heal the triceratops, not sure it is relevant, but mind the modes, I think I went free mode.
I believe Fisherman Jim is from San Diego level, but honestly I can't recall.
Sadly, I never found Mr. DNA, Robert Muldoon (Raincoat) or Steven Spielberg in the open world or within a level. However, given the logic that Colin Trevorrow is in the map, and can be found in the gyrosphere section of Jurassic World, you would assume that Steven would be somewhere as well.
It's a shame about Vic Hoskins, I too have that bug, but I believe at some point in one of my playthroughs I got him legit, either by using a specific character or buying him as soon as he is unlocked, could not replicate the success as of this writing, and had to buy him from the list, like everyone else.
Mr. DNA is particularly tricky, because some say he is in the Visitor Center, I tried it in the JP map, as well as JW map, no success. I also tried the VIsitor Center level itself, no luck, I have yet to try the "decayed" Visitor Center level in JW, but I highly doubt him to be there.
