If you would actually read the topic you are responding to, you would know that you're being the biggest asshat yourself. Actually read the topic instead of just instantly jumping onto responding to whatever you imagined it to be.
Games are becoming more and more arty as time goes by. Papers Please introduced the idea of a text-based/simulation game set in a war-torn/totalitarian state where you play as someone who has to choose their allegiances and balance them with their own survival. This concept proves to be brimming with possibilities so naturally a lot of gamers and developers alike are left feeling inspired. This game has therefore been most likely influenced by Papers Please and has a similar setting, but from there the game goes in a unique enough direction that to call it a 'rip off' is childishly ignorant, not only of the considerably different content of each game, but also of the last several centuries of art and the way that all art forms have gradually developed. People take inspiration from each other all the time. Even Shakespeare had influences - some of this storylines were practically cut & pasted from ancient plays. There's a fine line between ripping something off and taking inspiration from it.
Incidentally he also made a similar game about news articles called "The Republia Times". It may still be available for free online.
