Cursor movement/selection problem

I've got an unusual problem with the game's GUI. After launching the game, the mouse cursor starts in the upper left-hand corner, and in that area, behavior is generally alright. THe farther I move the cursor from the upper left-hand corner, however, the farther away from the cursor the actual point of selection is. For example, to select the options menu, I have to move the cursor almost to the rightmost side of the screen. I cannot select the exit button. The same issue with scaling is apparent as the cursor moves up and down, as though the game is attempting to scale mouse movements down to an area roughly 2/3 the size of the screen, but permitting the mouse cursor itself to move freely. I've had this issue in multiple resolutions, and it persists even after verifying and reinstalling the game.

Operating system is Windows 10, and the game was purchased on Steam.
