Inside the big city of Rhodos, there should be several characters with a cloud above there heads. (These clouds won't show in the furthest zoom out mode, so put it on the normal zoom.) If I remember correctly, the mayor was one of those characters and you can find him towards the southwest corner of the city. To talk to him, you need to send a Viking to him.
